Wassa East District Assembly Charts Course for Development, Approves Key Plans and Budgets

The Wassa East District Assembly has concluded its Second General Assembly Meeting of the year, highlighting significant strides in security, health, infrastructure, and agriculture, while securing approval for its strategic financial and development plans for the coming years.

The meeting, presided over by the Honourable Presiding Member and addressed by the District Chief Executive, Hon. Alhassan Ibrahim, served as a platform to review the Assembly’s performance and set a renewed agenda for accelerated growth.

In a key outcome of the session, the Assembly gave its approval to the proposed 2026-2029 Composite Budget, the 2026 Fee Fixing Resolution, the Draft 2026 Annual Action Plan, and a Revenue Improvement Action Plan, laying a solid foundation for the district’s fiscal and operational activities.

Security, Health, and Agricultural Interventions

Hon. Alhassan Ibrahim reported that the district has remained generally peaceful, though illegal mining (galamsey) continues to be a major threat. The District Security Committee (DISEC) is actively engaging with national anti-illegal mining squads to operationalize bases at Enyinabrim and Sekyere Hemang.

In the health sector, the Assembly, in collaboration with the Health Directorate, recorded notable achievements. A district-wide breast cancer screening campaign reached 2,100 women, with seven referred for further care. A concurrent HPV vaccination and cervical cancer awareness campaign also targeted adolescent girls aged 9 to 14.

The district also successfully contained a rabies outbreak in Edwenase and surrounding communities, where approximately 250 pets were vaccinated. Furthermore, the Assembly is supporting the registration of farmers for the national “Feed Ghana” initiative, which will provide beneficiaries with chicks to boost local poultry production.

Infrastructure and Economic Development

Under the District Roads Improvement Programme (DRIP), several critical roads have been rehabilitated, totaling over 16.9 kilometers. Completed projects include the Aboaboso to Anweem (4km) and Brofoyedur to Kyenkyenso (4km) roads, with the Senchem to Prato No. 1 road currently under construction.

The DCE also highlighted his participation in an orientation on the 24-Hour Economy Model Market Initiative. This program aims to transform local markets into modern, round-the-clock economic hubs equipped with cold storage, digital payment systems, and improved security.

Financial Performance and Future Outlook

Financially, the Assembly has mobilized GH¢2.41 million (66.39%) of its Internally Generated Fund (IGF) target as of September 30, 2025. Total revenue, including transfers, stands at GH¢16.48 million (46.11% of the annual budget).

A significant milestone announced was the district’s qualification for the 2025 District Performance Assessment Tool (DPAT) grant. This performance-based funding is expected to further support key development interventions.

The DCE commended the staff for their dedication and the Assembly Members for their contributions to the 2026-2029 Medium-Term Development Plan (MTDP), which has been submitted to the National Development Planning Commission (NDPC).

Sub-Committee Recommendations and Projects

Various sub-committees submitted recommendations, including:

  • Agriculture & Mines: Reclaiming abandoned mining sites for agriculture and establishing storage facilities.
  • Justice & Security: Constructing a new Fire Station and clearing the road to the district capital.
  • Works: Resolving land documentation issues and constituting a task force to curb unauthorized development.

On projects, the procurement processes for District Assembly Common Fund (DACF) projects have been completed, awaiting regional approval. Several new classroom blocks, a CHPS Compound, and seven boreholes are earmarked for construction. The Dompim Nurses’ Quarters has been completed and handed over, while the Daboase Health Centre is 85% complete.

Concluding his address, Hon. Alhassan Ibrahim expressed his administration’s unwavering commitment to collaborating with all stakeholders for the rapid and sustainable development of the Wassa East District.
