Central Administration is headed by the District Coordinating Director (DCD) and is responsible for ensuring the implementation of governmental policies, projects and programmes at the MMDAs level.
The department guides policy formulation, planning and decision-making at the Assembly.
As part of its responsibilities, Central Administration acts as a liaison between Heads of other governmental and non-governmental agencies and the District Chief Executive (MCE), it manages financial and other resources of the Assembly in consultation with the District Chief Executive (DCE).
The Head of the Department serves as a Secretary to the Assembly and chairs the Distrcit Planning and Coordinating Unit (DPCU) and acts as an advisor to the District Chief Executive (DCE). The Department also ensures that the capabilities, skills and knowledge of staff are well developed

Head, Client Service Unit
CLIENT SERVICE UNIT
The unit receives and addresses complaints.
It also provides information on the nature of operations at the Assembly.
- It facilitates standardization of the services delivered by the Assembly and communicates to the public on the delivered service.

RECORDS MANAGEMENT UNIT
- To assist in the operation of the administrative activities of the Assembly (Receive all incoming letters, dispatch letters).
- To keep and manage all records of the Assembly.

FINANCE & REVENUE
- Is responsible for the management of financial administration;
- Advises management on Financial Administration Act, Internal Audit Agency Act, Procurement Act, and any other financial regulations approved by the Government through the use of the GIFMIS
- Interprets and provides technical guidance on financial management for decision and ensures the judicious use of funds.
Rita Stephanie Abiwu
Head, Development Planning
DEVELOPMENT PLANNING
- To lead in strategic planning and implementation of public policies and programmes to achieve sustainable economic growth and development.
- Coordinates programmes and ensures they are consistent with official policy directives;
- Assess and advice on the impact of policies and projects to ensure sustainable development (monitoring and evaluation, medium term delopement plan). Any project or activity to be worked on should be routed through the planning office for inclusion in the Annual Action Plan.
Richard Ackah
Head, Budget and Rating
BUDGET
- Preparation of Budget;
- Provision of technical guidance to Management on budgetary matters;
- Establishing database for financial planning and resource mobilization; (property rates, Business Operating Permits, etc.
- Assist in fee-fixing resolutions.
Adelaide Esi Korley
Head, Procurement
PROCUREMENT & LOGISTICS
- The unit provides strategic direction for the achievement of the overall objective of the procurement function in the Service.
- The unit plans and coordinates activities related to procurement, manages the development and implementation of the procurement plan, provides inputs for the preparation of the annual budget and liaises with service providers and other stakeholders to undertake procurement activities.
- It is also the responsibility of the Unit to ensure that the procurement activities are in harmony with the Public Procurement Act, 2003 (Act 663), supervise stores management and assets disposal as well as the Preparation and submission of Annual and Periodic Reports to the Public Procurement Authority.

MANAGEMENT INFORMATION SYSTEMS
- The unit provides leadership in the development and the application of IT/IM standards and quality assurance system in relation to the implementation, development and the deployment of IT/IM systems and resources.
- It also advises on the provision and maintenance of computers and other office accessories. The unit also contributes to addressing IT/IM problems and issues and provides leadership in the design and implementation of security measures to protect the IT/IM installations, infrastructure and systems.

Head, Statistics Unit
STATISTICS UNIT
- Enhance the use of statistics for evidence-based decision making.
- Harmonize concepts, methods, and classifications used in the production of statistics at all levels.
- Assist the Assembly to mobilize revenue for development.
- Systematize the collation of administrative data across sectors and geographical units.
- Reinforce the coordination of statistics generation, compilation, analysis, storage, archiving and dissemination across departments within the Assembly.
- Strengthen capacity of statistical staff at the Assembly level.
- Engender statistical literacy among stakeholders.
Dominic Andoh
Head, Transport
TRANSPORT UNIT
The District Transport Unit manages all activities related to Transportation in the Assembly.
They are responsible for the formulation and implementation of transport policies, they advise management of the Assembly on the purchase of new vehicles and spare parts.
The unit also regulates and ensures the effective and efficient utilization of all official vehicles as well as ensuring adequate utilization of financial resources and the maintenance of all vehicles in the Assembly.

Works Engineer
WORKS DEPARTMENT
The Department of Works of the Assembly is a merger of the Public works Department, Department of Feeder Roads and District Water & Sanitation Units, Department of Rural Housing and the Works Unit of the Assembly.
The Works Department;
- Facilitate the implementation of policies on works and report to the Assembly, and provide advice on matters relating to Works in the Assembly.
- Facilitate the construction, repair and maintenance of:
- Public roads including Feeder Roads.
- Drains along any streets in the major settlements within its jurisdiction.
- Encourage and facilitate maintenance of public buildings and facilities in the Assembly.
- Assist to build, equip, close and maintain markets and prohibit the erection of stores in places other than the markets.
- Assist to inspect projects undertaken by the District Assembly with the relevant departments of the Assembly.
- Advise the Assembly on the prohibition of digging of burrow pits and other evacuations in the sinking of wells or their closers.
- Assist to maintain public buildings made up of offices, residential accommodations and ancillary structures.
- Advise and encourage owners of building structures to
- Remove dilapidated structures in any public place.
- Paint, distemper, white wash or colour wash the outside of any building forming part of the premises
- Tidy up the premises and remove any derelict vehicles or objects which constitute nuisance
- Provide technical advice for the machinery and structural layout of building plans to facilitate escape from fire, rescue operation and fire management

INTERNAL AUDIT UNIT
Ensure that financial activities of Assembly are in compliance with laws, policies, plans standards and procedures.
Ensure Assembly resources are adequately safeguarded, used judiciously and for the intended purpose(s).
- Ensure Assembly resources are used economically, effectively and efficiently.
- Ensure plans, goals and objectives of the Assembly are achieved.
- Ensure risks are managed adequately.
Investigate allegation of fraud, misappropriation or possible loss of Assembly assets and properties and suggest corrective and preventive measures to avoid future mishaps.
Provide a means for keeping the Assembly fully and currently informed about problems and deficiencies related to the administration of its programmes and operations and the necessity for appropriate corrective action.
- Provide consultation to line management in resolving complex issues confronted by them whenever necessary.
- Review new products, services and computerized systems being proposed (before signing of to be offered) to the Assembly to ensure adequacy of controls therein.
- Provide suggestions for improving the control environment around various department of the Assembly.
